Compliance under the EU-ETS

Under the Emissions Trading Scheme, an Operator must surrender sufficient units by 30 April of each year to cover its emissions during the preceding year. 

In Phase II of the EU ETS (2008-2012), each operator was entitled to surrender International Credits towards Phase II compliance (up to a certain limit).

In Phase III of the EU ETS (2013-2020), the direct surrender of international credits is no longer possible.  However each operator may EXCHANGE International Credits for Phase III allowances up to an allowed limit.  These Phase III allowances may then be used towards Phase III compliance.

The Regulation on International Credit Entitlements (RICE) (Commission Regulation (EU) No 1123/2013) establishes the limits on the use of international credits for operators in Phase III of EU ETS.

In accordance with Article 2.1 of the RICE Regulation, each Member State is required to publish the international credit entitlement (ICE) for each of its operators.  Follow this link to view the ICE Table.
