These Regulations prohibit the placing on the market, sale or distribution of solid fuels for residential use within the State unless;
The Regulations also prohibit the burning of bituminous coal within designated specified areas.
Under the Environmental Protection Agency Act (Registration of Coal Bagging Operators and Solid Fuel Suppliers) Regulations 2012 (S.I. No. 454 of 2012) as amended the EPA is required to establish and maintain a register for each Coal Bagger Operator who supplies bagged solid fuels for use in the Irish residential market. The EPA issues a unique registration number to each Bagging Operator. Each Coal Bagging Operator is required to register with the EPA annually by 1 September. To register download the application form for registration of coal bagging operators, complete, sign it and return to the address provided on the form.

If you operate a facility bagging or bailing bituminous fuels, low smoke solid fuels and/or low smoke biomass product and need to be registered please email firstname.lastname@example.org with your contact details.
The Regulations also require certain operators in the residential solid fuel supply business to register with the EPA by April 01 every two years. Those who must register include any wholesalers and distirbutors of bituminous fuels, low smoke solid fuels and/or low smoke biomass products. Also retailers whose sole or main business involves the sale of solid fuels (i.e. those whose comibined sales due to bituminous coal, low smoke solid fuels and low smoke biomass products is 50% or more of their total annual sales) must register. There is currently no charge for registration. To register as a Solid Fuel Supplier download the application form for registration of solid fuel suppliers, complete, sign and return it to the address provided on the form.

All retailers selling bituminous coal, approved fuel, i.e. low smoke solid fuel for which a current certificate of conformity issued by a certification body exists, or low smoke biomass product must display a copy of the current certificate of conformity issued to the bagging operator.
