Consultation on EPA requirements for Alternative Monitoring when Continuous Emission Monitoring Systems are off-line

Summary: This short advice note aims to clarify the alternative monitoring options that are available to licensees, in the event of the failure of the duty CEMS that is used to continuously monitor emissions to atmosphere. If CEMS failure occurs, and the licensee wishes to continue operations at the site, which will lead to emissions to atmosphere then alternative monitoring must be put in place.

In the case of a waste incineration site, the switch over to alternative monitoring must be done within four hours of the duty CEMS failing, or operations must cease. For all other activities, alternative monitoring must be in place within 72 hours of the duty CEMS failing, or operations must cease.
