All sites that operate equipment that contain Ozone Depleting Substances (ODS) or Fluorinated Greenhouse gas (F-Gas) or use ODS or F-Gases in their production/manufacturing processes must maintain records as specified to demonstrate compliance with the ODS and F-Gas regulations:
It is recommended that all leaks should be recorded by the licensee and as a minimum, in accordance with ODS or F-gas regulatory requirements. For practical reasons however, it is proposed that only leaks above the following thresholds (for equipment that requires mandatory leak checks under the regulations as listed above), are reported as incidents to the EPA via EDEN (for EPA licensed sites):
ODS leaks:
F-Gas leaks:
Leaks (above the thresholds listed above) should be notified to the EPA as soon as possible following detection. The information required to be submitted in an incident notification are detailed in the FAQ below.
Non-EPA licensed sites do not use the EDEN system but are also required to record all leaks in a similar manner; these records must be available for inspection by the EPA at all times. In addition to maintaining records on site in accordance with specific requirements of Article 7, licensees are requested to submit certain information to the EPA to include the following:
All sites should maintain an inventory of all of their equipment onsite to help demonstrate compliance with regulations. This inventory should remain as a “live” record on site and an up-to-date copy should be submitted to the EPA at least every 3 years as a licensee return on EDEN, entitled “ODS and F-Gas Inventory”.

The EPA have developed templates for EPA licensees to assist with ODS and F-Gas Management and reporting.
All licensed sites who use ODS or F-Gas on site will be asked to maintain up to date records for at least five years and these must be available for inspection on request by the EPA.
