Project Abstract
The research will assess cost-effective (target-aligned) pathways of aggregate Irish policies and mitigation measures using the cumulative GHG budget framework. The work will contribute to supporting the newly proposed Council role in recommending statutory, 5-year, carbon budgets, on a rolling 15-year basis. More generally, the research will support Council contributions to evidence-based government climate policy preparation, stakeholder engagement and public understanding. The work will consist of four work packages, each of six months duration, with the following objectives:
? WP1: Assess carbon budgets for existing policy scenarios to 2050 for ambition, feasibility, cost-effectiveness and sustainable development, including alignment with Paris Agreement targets;
? WP2: Design a range of additional emissions scenarios, with sensitivity analysis, to explore and test how Ireland can meet legal and other obligations (domestic, EU and international), while maximising benefits and reducing costs, within carbon budget constraints.
? WP3: Provide a preliminary basis for integrated aggregate national and business-sector carbon budget accounting for the public and private sector in terms of gross emissions, negative CO2 emissions and CH4 warming reduction;
? WP4: Specific to the agriculture and land sector (AFOLU): Assess alternative pathways toward cost-effective low carbon transition, including land-use interactions with the energy sector.
