Project Abstract
UCC will develop and test an analytical tool to robustly project sectoral GHG emissions in Ireland for the period to 2030. This will build on UCC's extensive track record in projecting sectoral energy demand, in ex-ante and ex-post modelling of the impacts of policy measures and in building integrated energy and agriculture mitigation scenarios for Ireland. The project comprises i) a literature review of international best practice, ii) an assessment of current models and data sources used within Irelands inventory and projections systems, iii) a critique of national practice in the context of international best practice iv) ex-post analysis of mitigation delivered by key measures in NEEAP and NREAP, v) a comparison between ex-post avoided emissions with projected ex-ante avoided emissions, vi) development of a LEAP_GHG_Ireland tool 1990 to 2030 vii) simulation of future impact of key measures, viii) calibration of new analytical tool using ex-post analyses and ix) incorporate and test uncertainty analysis in new LEAP_GHG_Ireland tool. UCC will work closely with the EPAs Inventory and Projection teams in this project and recommendations for future data requirements.
