Project Abstract
SEA effectiveness studies in Ireland have reported lack of readily available relevant and up-to-date data, together with the lack of no centralised GIS environmental database. An online service that provides systematic updates would overcome the current burden to data knowledge and access. Online mapping systems such as MyPlan.ie provide the platform for data viewing and sharing, but lack mechanisms for assessing environmental baseline, vulnerability or risk, as well as for decision analysis. This proposal for the creation of a national environmental sensitivity mapping tool, the outputs of which will be compatible with MyPlan.ie and its mapping module transferable to the EPA and local authority websites, can significantly enhance the analysis of opportunity and sensitivity areas in Ireland. The research aim is to deliver an easy-to-understand and easy-to-apply robust method for the systematic and participative identification of environmental vulnerability areas that will, in turn, support the assessment of (cumulative) impacts associated with development proposals (plans and programmes in particular) across a variety of sectors. It is anticipated that this will contribute to addressing current deficiencies in environmental assessment as well as to better planning.
