Project Abstract
A national domestic offset (DO) market could provide significant benefits to Ireland beyond just emissions reductions, whether through improved clean energy R&D, increased employment in the �green� sector and increased energy security and reduced fuel imports. It would provide a carbon price signal to sectors not usually covered by emission trading regimes, and if linked to a domestic non-ETS target and/or to the EU ETS, would provide an additional compliance option for participants. This study will investigate the benefits and disadvantages of an Irish DO scheme, and will identify suitable scheme designs, in order to help the EPA advise government.
