Project Abstract

In this project it is proposed to use the discrete choice experiment methodology to elicit the general willingness to pay for water quality of the Irish public. The results of the choice experiment (CE) are expected to contribute to improving the quality of decision making in areas that affect overall water quality. Despite a number of studies that have previously estimated economic values associated with particular water features, no studies has attempted to estimate generic values for a range of water features for the general population of Ireland. This research seeks to fill this gap in the literature. For this project we also propose to explore how different payment mechanisms used in the CE influence resulting estimates and we will also include additional questions to determine attitudes to paying for water in general. The analysis of preference for the payment vehicle used in the CE is also timely given the current debate in relation to the government�s proposals to possibly introduce household water charges. The CE analysis will also be used to provide a ranking of values associated with different water attributes as well as to determine how robust results are to different model specifications. Building on the strong publication record of the team it is envisaged that the research conducted under this project will lead to a number of publications in academic journals. Possible outlets for this research include The Economic and Social Review, Ecological Economics, Environmental and Resource Economics. We also intend to present this work through publications in the popular press; presentations at academic conferences such as the Irish Economic Association Annual Conference and the Agricultural Catchments Programme conference. A policy report presenting the CE model and the generic values that Irish citizens' place on water features will also be written up.
