The protocol contains details on how licensees should develop a Response Procedure and what as a minimum this procedure should contain. The Response Procedure should detail how a bypass event should be managed to prevent the bypass from becoming an emission of environmental significance. The protocol also provides guidance on how to assess the environmental significance of an emission.
