In 1992 Ireland was one of the over 180 signatories of the United Nations Framework Convention on Climate Change (UNFCCC). Systematic, high-quality observations for the atmosphere, ocean and terrestrial environments are required to improve understanding of climate characteristics and assist in understanding the consequences of climate change. To support issues related to systematic observations, the Global Climate Observing System (GCOS) Secretariat was established within the World Meteorological Organisation (WMO) in 1992 to ensure that the observations and information needed to address climate-related issues are obtained and made available to all potential users.
